BY-LAWS

 

     Welcome to Cub Scout Pack 215.  Were happy to have you and your family aboard.  Your son wanted to join Cub Scouting because it is FUN.  You and he can be assured that he will have a lot of fun in Cub Scout Pack 215.

     Cub Scouting is a “family participation” activity.  All members of your family are welcome and expected to attend every Pack and Den meeting.  Cub Scouting is not just another thing for your son to do.  It is a value oriented learning program with specific aims.  Those aims are good character, citizenship and physical and mental fitness.  We reach these aims by following methods that are tried and true.

     These by-laws were prepared and adopted by the pack committee.  Our by-laws are our rules of operation.  A review of our by-laws will introduce you to our Cub Scout Pack, and inform you of what is expected of boys, their parents and the pack adult leadership.

     Cub Scouting is open to boys age six through ten inclusive in the first through fifth grades.  In general, First Graders are Tiger Cubs.  Second Graders are Wolf Cubs.  Third Graders are Bear Cubs and Fourth and Fifth Graders are Webelos Cubs.

     First graders, or six-year-olds, participate in the Tiger Cubs.  The Tiger Cub meets once per month, as a group at a designated location, with his designated parent (Tiger Partner – Den Leader) and works from a Tiger Cub Handbook.  About once every other month, all of the Tigers and their Tiger Partner and their families also meet with the entire Cub Pack. At this time, they are awarded for their achievement from the past month or months. Tigers wear an orange Tiger Cub T-shirt.  Tiger Cubs earn Colored Beads that hang from their Tiger Cub Totem.  Tiger parents approve Tiger Cub rank advancement.  Tiger Cubs generally graduate as a group, in March of each year at the Blue and Gold Dinner, to a Wolf Den.  There the Tiger Cub Rank Patch presented, to be worn by a Cub Scout on his Cub Scout uniform to recognize his experience as a Tiger Cub.

     The very first rank earned by a Cub Scout is the Bobcat Rank, regardless of age.  Bobcat requirements are included in the Wolf, Bear and Webelos handbooks.  Cub Scouts (Wolf and Bear) wear the Blue Cub Scout uniform, Webelos wear the Khaki or Tan Boy Scout Uniform to prepare them for their transition to Boy Scouts.      Second graders, or those age seven and eight; become members of a Wolf Den.  The Cubs spend the first part of the year working on their Wolf Rank, and then begin earning Arrow Points.  The parent or den leader approves Wolf Rank and Wolf Arrow Points.  An adult den leader and assistant den leader lead the Wolf Den.  Wolf Dens meet every other week or as required and den program is designed to facilitate rank advancement.

     Third graders, or those age eight and nine; become members of a Bear Den.  The Cubs first complete the Bear Rank requirements and then work on Arrow Points.  Bear Den organization is not unlike a Wolf Den, parents approve ranks; the den is led by an adult den leader and assistant den leader, weekly or bi-weekly den meetings, etc.

     For Boys who enter directly into a Bear Den they first must achieve the rank of Bobcat.  The achievement of the Wolf Rank is optional so if the boy and his parents desire they can either work on the Wolf Rank or proceed directly to the Bear Rank.

     Fourth and fifth graders become members of the Webelos Den.  They are often referred to as first or second year Webelos.  They earn the Webelos Badge - 1st Year, Webelos electives (pins) and then the Arrow of Light Rank - 2nd Year.  The Arrow of Light Award is the highest rank in Cub Scouting.  It is worn first on the Cub Scout uniform and upon graduation to Boy Scouting, is worn on the Boy Scout uniform.  The Webelos Den Leader or Assistant Den Leader approves all Webelos Rank advancement.  Parents cannot approve Webelos Rank advancements.

     For Boys how enter directly into a Webelos Den they first must achieve the rank of Bobcat.  The achievement of the Wolf and Bear Ranks is optional so if the boy and his parents desire they can either work on the Wolf and Bear Rank or proceed directly to the Webelos activities on their path to the Arrow of Light Award.

     In addition to the above, there is a Religious Award program.  Each denomination has their own religious award.  Cub Scouts may earn their respective religious award by working with their parent and the Pastor of their Church.

     As information, Tigers, Wolf Cubs and Bear Cubs go camping with their respective families, if they desire.  Webelos Cub Scouts go camping with their Webelos leaders with a ratio of 1 adult to 3 Webelos Cub Scouts.  All Cub Scouts are invited to attend annual Cub Scout Day Camp each summer.  Cub Scouts may also attend Resident Camp at Camp Old Indian (BSA Blue Ridge Council Scout Camp) with a parent and / or Webelos Camp with their Den leader.  These are weeklong camping experiences.  Cub Scouts who are Tiger, Wolf, and Bear MUST have a responsible adult attend all Pack Campouts in addition to the leadership of Pack 215.  Cubs: Tiger, Wolf, and Bear cannot attend any campout activities without a responsible adult.

    Cub Scouts Wolf and Bear are expected to be properly uniformed.  There are two Uniforms: Class A which it the official Scout Uniform as outlined below and the Class B Uniform which is a T-Shirt the Pack 215 provided for your scout as part of their Pack 215 dues.  A Uniform is required at all Scouting Functions.  This protects both you and the Leadership of the Pack.  Scouts in Uniform during all scouting functions are protected by the National BSA insurance programs, scouts not in uniform are protected only by that families insurance plans and are NOT covered by the BSA insurance. The Class A uniform consists of a Blue Cub Scout shirt, web belt and buckle, neckerchief, slide, and cap. Webelos wear the Khaki or Tan Shirt with all of the items noted above. The trousers and blue socks are optional to be purchased.  However, if you desire to attend the Summer Resident Cub Scout Camp these items are required.  You will find in your son's scouting manual (Tiger, Wolf, Bear, Webelos) a uniform inspection form that shows all uniform parts and proper insignia placement.  The uniform, appropriate handbook, insignia and camping equipment, etc., for your son’s age level, can be purchased at the Blue Ridge Council, Scout Service Center in Greenville, S.C.  You can all purchase these items online at www.scoutstuff.org. Pricing is the same at any location since the prices for all scouting items are set at the BSA National level. They accept Mastercard and Visa and will send orders if you prefer.  You can call 800-277-2424.  There will be additional charges for items shipped / mailed to you.  If the cost of a uniform is a problem to your family, contact the Cubmaster for information on alternate methods of obtaining a uniform at less expense.

     Cub Scouts are expected to pay yearly Pack 215 dues of  $30.00 (due in August / September or at the point the scout joins the Pack) in addition to their annual registration fee of $30.00 (due in November / December) each year.  Dues are used to offset den program expenses.  Cub Scouts are expected to earn their own way.  The pack has fundraising projects, popcorn sales, etc., throughout the year to fund the pack budget and to help youngsters acquire personal gear.  All Cub Scouts and their parents are expected to participate in fundraising projects – parents and scouts who do not participate in the yearly fundraiser will have to pay an additional fee of $35.00 to the Pack to offset lost revenues from the fundraising project.

     Cub Scouts are expected to participate regularly and they are expected to live by the Cub Scout Oath and Law of the Pack.  Discipline is the responsibility of the Cub Scout’s parent.  All meetings begin with the Pledge of Allegiance, Reciting the Scout Oath, Reciting the Law of the Pack, and an Opening Prayer. All Meetings will end with a closing benediction.

     Snacks and Drinks will NOT be provided at the den meeting. However, parents are encouraged and welcome to bring them for the whole group if they desire. If it should be necessary to blow out the candle due to a den or pack member misbehaving, that generally means the den will not be provided snacks or refreshments normally served at den meetings.

Disciplinary steps will be as follows:

The den leader calls attention to the Cub Scout’s misbehavior and provides a warning.

If the misbehavior is repeated, the den leader will call the Cub Scout’s parent and request the parent come and pick up the Cub Scout.  The den leader and parent will discuss the misbehavior and the parent will be asked to remove the Cub Scout from the meeting and take corrective action at home.  A third misbehavior will require the den leader to contact the parent, request the Cub Scout be removed from the meeting place and the Cub Scout will then be allowed to return to later meetings only if accompanied by the parent.  This might be for two or three den meetings and/or activities.  Any further misbehavior on the part of the Cub Scout would call for first, a temporary suspension from all den meetings and activities for one month, or as last resort, permanent suspension.  All disciplinary steps will be taken only after the Cubmaster has been informed, unless the safety and well being of Cub Scout members is determined to be in jeopardy.  A request for appeal to any disciplinary action taken may be brought before the pack committee.

     At the very beginning of all Cub Scout handbooks there is a forward pertaining to youth protection.  All parents are required to read and be familiar with the contents.

     The Cubmaster, Assistant Cubmaster(s) and all Den Leaders and Assistant Den Leaders are expected to review the appropriate Fast Start training video.  Likewise, all are expected to attend Cub Scout Basic Leader Training within one year upon accepting their leadership position.  All volunteer adult leaders are expected to wear a complete uniform, with proper insignia, to set a good example for their Cub Scouts.  At least once every two years, all leaders are required to take Youth Protection Training.

     The pack is organized as follows:

    We are sponsored by a Chartered Organization.  Our Chartered Organization is First Presbyterian Church of Anderson, SC.  The institution head of our Chartered Organization appoints a Chartered Organization Representative.  This person serves as the liaison between the Chartered partner and the Cub Scout Pack.  The pack leadership is made up of the Pack Committee Chairman, Members of the Pack Committee, the Cubmaster, Assistant Cubmaster(s), Treasurer, Webelos Den Leader, Wolf and Bear Den Leaders and Assistant Den Leaders and the Tiger Cub Parents.   The Chart Below shows the organization:

      Members of the pack committee fill various roles.  As an example, we have a person in charge of transportation, a secretary, treasurer, advancement, etc.  All of the pack leadership is voluntary.  No one is paid for their services, except by the smiles of Happy Cub Scouts.  The strength of our pack, the good program enjoyed by you and your son, is directly related to the support you are able to provide the pack.  We have volunteer jobs that require weekly, monthly, quarterly and “from time to time” service.  Every family is expected to have a minimum of one adult volunteer to help lead our pack. The following positions are expected to have a Boy Scout / Cub Scout Uniform: Cubmaster, Assistant Cubmaster, Den Leaders (Tiger, Cub Dens and Webelos). If you are unable to wear a uniform and serve as a leader, you can serve as a member of the pack committee.  You will find the experience fun and rewarding.  The pack committee meets every other month or as required.  All committee members and parents are invited to take Cub Scout Basic Leader Training.  All Adult Leaders are registered with the Boy Scouts of America and are required to pay BSA National yearly dues to the Pack totaling $15.00 in November / December each year.

     We work from an Annual Program Plan, complete with monthly themes, that begins in August and runs through May.  Pack meetings are held in October (Halloween Party), December (Christmas Party), February (Pack 215 Pinewood Derby) and the last Sunday in the month of March (Annual Blue and Gold Dinner).  There are no pack meetings June through August; however, there are normally two planned summer activities during each of the summer months for you and your son to enjoy.  All questions regarding meetings and activities should be directed to your son’s den leader.

     The by-laws herein stated were determined by consensus and majority vote of the Cub Scout Pack 215 Committee.  Any changes or interpretations are subject to committee approval.  The Unit Commissioner assigned to our pack by the Six and Twenty District Commissioner Staff will review all changes to this document.

     All meetings and activities of Cub Scout Pack 215 are accomplished in compliance with all rules, regulations and policies of the BOY SCOUTS OF AMERICA.  This is to assure the safety and protection of our youth and adult membership.  Again, we welcome you and encourage your support of your son in Cub Scouting!
